Dear Head of Council/Chair of District Social Services Administration Board,

As you are aware, under the Housing Services Act, 2011, Service Managers are required to report to the Ministry of Municipal Affairs and Housing annually on the implementation of their local 10-year Housing and Homelessness Plans. Specifically, Service Managers must report to the Minister every year on or before June 30, with respect to the previous year on:

  • the measures (i.e., actions) undertaken by the Service Manager to meet the objectives and targets in their Housing and Homelessness Plan,
  • the progress achieved towards meeting those objectives and targets, as measured in accordance with the Service Manager’s plan, and
  • details of how the Service Manager reported to the public for the same year under section 22 of the Act.

The ministry has developed a standardized reporting template for Service Managers to use for their Housing and Homelessness Plan annual reporting to the Minister under the Housing Services Act, 2011, starting with the 2026 reporting period. This reporting template is intended to streamline the reporting process, promote consistency in annual reporting across the province, and improve the ministry’s understanding of local housing and homelessness challenges and the efforts to address those challenges within each service area.

Service Managers are required to use the attached template for their annual Housing and Homelessness Plan progress report to the Minister for the January 1, 2026 to December 31, 2026 reporting period, which is due by June 30, 2027. Once completed, please submit the 2026 annual progress reporting template to the ministry via your local Municipal Services Office.
