Subject: Allocations for Fiscal Year 2022-23: Youth Job Connection and Youth Job Connection Summer

Dear Employment Ontario Partner:

I am writing to inform you of the ministry’s funding decision regarding Youth Job Connection (YJC) and Youth Job Connection Summer (YJCS) for the fiscal year 2022-23.

Given the ongoing impacts of the global COVID-19 pandemic and current public health measures, YJC and YJCS service provider allocations and targets have remained “status quo” for both the 2020-21 and 2021-22 fiscal years.

The Ministry of Labour, Training and Skills Development (MLTSD) will adopt the same approach for the upcoming fiscal year(i.e. 2022-23). MLTSD will renew annual agreements at the same funding level received in 2021-22 for YJC and YJCS service providers across the province.

This status quo funding approach will ensure service continuity and will help service providers to remain focused on supporting clients.

Employment and Training Consultants will be contacting service providers in the near future to finalize the 2022-23 transfer payment agreements.

Please note that as the ministry continues with the provincial rollout of Employment Services Transformation (EST), some service providers will have modified contracts for the upcoming year. This will affect only those service providers with delivery sites within one of the following Phase 1 catchment areas: Halton, York, Kingston-Pembroke, and Stratford-Bruce Peninsula.

The ministry will continue to monitor service provider performance against contracted commitments and improvement plans. In keeping with the ministry’s previous pandemic approach, any discussions concerning service quality standards and performance will continue to take into account the ongoing impacts of public health measures.

The ministry is committed to having transfer payment agreements finalized in time for the 2022-23 fiscal year to ensure the citizens of Ontario continue to have the support they require. The work service providers undertake impacts the livelihood of many Ontarians and the province’s economy. As such, business continuity is critical to ensuring services are in place to support communities.
