5.2 Rates Policy and Rate Guide

Children's Services                     Effective Date: April 1, 2022
Topic: Fee Subsidy    Replaces: September 1, 2017
Subject: Rates Policy  & Rate Guide Policy No. F.5.2.

POLICY

The Manitoulin-Sudbury DSB has developed a standard set of child care rates, based on hours of care and age groups, provided for subsidized children. Fee subsidy will be issued to an approved non-profit child care centre in accordance with the DSB universal rates. Non-profit, DSB approved, child care centres must follow the standard / universal rates set by the DSB. If an approved child care centre has higher or lower rates, they are required to show that their rates are moving towards the universal rates within a timeframe agreed to by the DSB. Child care centres must charge the same universal rates to subsidized parents and full fee paying parents.

Making child care more affordable for families is a key part of the implementation of the Canada-Wide Early Learning and Child Care (CWELCC) System. Fee reduction funding is focused on reducing parent fees for families with eligible children in licensed child care. Fee reduction funding will be used by the DSB to support parents, families, and communities by reducing the universal (base) rates for eligible children. Fee reductions will be implemented using a phased approach.

Funding under the CWELCC System is intended to support children under the age of 6 (0-5 years old), with some exceptions for children with birthdays early in the year who are 6 years of age but are still enrolled in kindergarten.
